KH: It’s Wednesday, April 10, 2013 and this is the Energy Education podcast. I’m Kevin. The Nuclear Regulatory Commission evaluates the risks and benefits of a nuclear power plant based on a complex set of formulas, calculations and computer codes called SAMA. In this week’s show, we’ll take a closer look at how these SAMA codes work. In particular, we’ll discuss how the formulas themselves are not the problem, but rather what’s wrong with the numbers being fed into the formula? Even the perfect formula can’t yield perfect results without good input data. Joining us today are Arnie and Maggie Gundersen.
MG: Thank you, Kevin. AG: Hey, Kevin. Thanks for having us.
KH: So I want to start out today’s show talking about a recent New York Times article and several articles that have been quoting former NRC chairman Gregory Jaczko extensively. Jaczko is saying now that old nuclear power plants – that some old nuclear power plants should be shut down. Can you give us the details?
AG: The NRC had a Chairman, Gregory Jaczko, until the summer of last year. And the industry wanted unanimous votes from the Nuclear Regulatory Commission. And he was always a dissenting vote on many significant issues. So instead of being able to tell the world the Nuclear Regulatory Commission was unanimous in their approval of nuclear issues, there was essentially a 4-to-1 vote almost all the time on critical safety things. Pressure was placed on him through congress and he was forced to leave. Well, just last week he was quoted as saying several things. First, that these old nuclear plants should not run beyond 40 years. Now a deal is a deal. He said we had a 40-year license; we should not extend their licenses. And that, of course, upset the nuclear industry and they went after him, especially in the New York Times story. The other thing Chairman Jaczko talked about was the fact that the safety analyses for these plants don’t take into account land contamination and massive social disruptions that were caused after Fukushima Daiichi and that’s not factored into anybody’s cost benefit analysis on whether or not nuclear plants should go forward. So he was very blunt that the cost/benefit analysis is flawed and that old plants should be retired and not have their licenses extended.
KH: So Arnie, how do these cost/benefit analyses work?
AG: Well, the industry term for them is SAMA – S-A-M-A. And it stands for Severe Accident Mitigation Analysis. And they have costs that they attribute to radiation releases. And when they do one of these SAMA analyses, they assume very little radiation is released. They don’t assume a Fukushima level release that requires evacuating the State of Connecticut, essentially. So when you do a SAMA analysis, if you don’t release much radiation, there’s no cost to society. So when they weigh the benefits of nuclear power against the cost, they understate the cost so that it always tips the scale in favor of continuing the operation of these nuclear plants.
MG: And in that rebuttal that the pro-nuclear New York Times and Matt Wald have given to former Chairman Jaczko’s statement is from Nuclear Energy Institute, which is the chief lobbyist for the industry. So of course the industry is going to say, oh, it’s terrible; everything’s accurate. They said they’ve had this special task force and it’s evidenced by a multitude of safety and performance indicators and that’s still the case today. And that’s definitely not the case today. I mean we can see that in many nuclear plants in the U.S. and throughout the world.
KH: So when they are calculating what the cost of a radiological release would be or some type of accident, what factors do they look at?
AG: What the nuclear industry has developed is a computer code that calculates how much radiation is released and where it is released to. But then, let’s take the west coast for example, the San Onofre nuclear plant. The San Clemente community is nearby and there’s a couple ten’s of thousands of people in that town. Now out at 50 miles is Los Angeles and there’s 8 million people out that far. But let’s just look close in. If the San Onofre plant were to have an accident, the radiation contamination in San Clemente would be huge, but the Nuclear Regulatory Commission doesn’t assume that houses will lose their property value. There’s tens of billions of dollars of property losses if there were to be an accident at San Onofre that isn’t factored into the Nuclear Regulatory Commission’s SAMA analysis.
KH: So does the SAMA analysis take into account the cost of a human life?
AG: Well, the Nuclear Regulatory Commission’s costs of a human life are about half to one-third of what other regulators use for the cost of a human life. EPA and other agencies say a human life is worth 2 to 3 times more than the Nuclear Regulatory Commission does. So whenever they do these analyses and they show that statistically one or two people might die from the radiation, they value a human life at around 2 to 3 million dollars where EPA is over 5. So when you do that, the net effect is you never have to make a modification because the cost of the modification isn’t justified by saving human lives in the NRC’s model.
KH: So this is just another number that they feed into their computer code that makes the end result say wow, this is worth it.
AG: That’s right. You know, when you take into account the fact that we’re also subsidizing the insurance, that nuclear plants don’t have to pay for their liability insurance – it’s all done under this thing called Price Anderson – so citizens have to pay in the event of a nuclear accident. They’ll raise our taxes. Whereas if you’re an oil company or whatever, you’ve got insurance that pays for the cost of an accident. The nuclear industry is unique in that the regulator – the NRC, in conjunction with the people that are supposed to be regulating the utilities, deliberately and knowingly downplay the risks and at the same time they lobby congress extensively to have citizens pay for their insurance policy. So they get it both ways. They claim there’s no risk instead of trying to insure these plants themselves; we’re on the hook if there’s an accident.
KH: So you’ve said many times that the secret is in the assumptions. And that was in technical discussion. But again, this seems to be sort of the same vibe: garbage in, garbage out. If you put bad numbers in, you’re going to come to a bad result or a bad conclusion. Same thing?
MG: Definitely.
AG: Yeah. It’s exactly the same thing, Kevin. The industry and the national labs work together to crank out these elaborate computer codes, and the computer codes do exactly what they’re programmed to do. So if you put in a high cost, it’ll show a liability. And the input data into these computer codes always puts in low costs so that the nuclear industry can continue to perpetuate the myth that these things are clean, safe and reliable.
KH: This sounds like me doing a monthly budget. I set up the Excel spreadsheet, get everything working and calculating and then I put in imaginary numbers to just pretend.
MG: It’s similar to that. Mary Lampart with Pilgrim Watch has launched an ongoing case with the – against the NRC showing that the SAMDA analysis and the SAMA analysis are entirely flawed and that the code is entirely wrong. And yet the NRC continues to look the other way and support the industry lobbyists.
KH: So what now is former Chairman Gregory Jaczko saying about the SAMA analysis?
AG: You know, he’s not saying anything that he didn’t say when he was Chairman. I was at the RIC – Regulatory Information Conference – last year, which was one year after Fukushima Daiichi accident, and you’ll recall, because you shot the video of him presenting to the nuclear industry that there is a severe problem with the SAMA analysis. And the audience just sat there and snickered. I was appalled that there was no respect for the Chairman’s position, that we need to realize that a nuclear accident is going to disrupt lives and it’s going to disrupt communities. None of that is factored into the SAMA, and Chairman Jaczko didn’t have to retire before he said that. The industry ignored him when he was Chairman, and now they’re trying to bury him after he’s a former Chairman.
MG: That’s pretty true Kevin, in that any commissioners, there’s only 2 commissioners prior to Chairman Jazcko, who have not gone back into the industry to be rehired at exorbitant rates, and work for the industry. So it’s a vicious circle, of they come from the industry, or they are appointed and they have some kind of huge donation like one chairman that we knew had donated many millions to an election campaign, and they get these appointments, and then they go out and they get hired by utilities and energy companies, and Peter Bradford, Victor Gilinsky, those are the only two commissioners previously who didn’t not do this, and Jazcko has not gone to work for the industry either, you know? So these are truth sayers.
AG: I hope Jazcko has a plan B, because if plan A was to get re-hired by the nuclear industry, he just destroyed plan A right there.
KH: And no one would know better than you, right?
AG: That’s right. My experiences were parallel his in that regard.
KH: So, now we’ve talked a lot about the sort-of, let’s say cherry-picked numbers, the bad numbers that get fed into a formula like this, but on the other end of that formula is what’s really coming out. Arnie, can you talk a little bit about the comparison between what the SAMA analysis believes might pop out on the other end, versus what’s really happening, and perhaps Japan is a good place to start.
AG: Well, if you look at what happened after Fukushima Daiichi, you know, we have contamination two hundred miles over. Let’s look at Tokyo. When I was in Tokyo, I took five samples, and those five samples would qualify as nuclear waste here in the United States, and would have to be shipped to Texas for long term storage. Well, the SAMA analysis doesn’t assume that any contamination gets out beyond essentially a mile or two. So what Daiichi told us is that we have societal risks out to several hundred miles, and we have massive contamination out to 50 to 100 miles. Well the SAMA doesn’t include decontamination. It assumes the soil remains in place, there’s no power-washing of homes, there’s no decontamination of farms, there’s no decontamination of vacant lots, none of that is in the SAMA analysis. In close, let alone out at 100 miles or more. So the net effect here is that what Daiichi should have taught us is that if you have a nuclear accident, society is going to be severely disrupted, not just within five miles of these nuclear plants, but out to a couple hundred miles. And the cost to displace people, and essentially ruin their lives, is not factored into the SAMA analysis. And I think that’s what Chairman Jazcko said when he was a chairman, when we recorded him at the regulatory information conference, and that’s what he’s saying now. He hasn’t changed his tune one bit. The industry just doesn’t want to face the fact that a nuclear accident can disrupt lives.
KH: Because right now their formula is telling them that it’s all worth it.
AG: The secret’s in the assumptions, Kevin.
KH: I would think we must have known that more could be affected than the most immediate area around the nuclear plant. Why wasn’t the SAMA analysis updated following any historical nuclear events?
AG: Well, the party line on Three Mile Island is that nobody was killed, and the containment withstood the accident. The Three Mile Island presentation that’s on our website that I made back in Harrisburg four years ago clearly shows that the containment did crack from the hydrogen explosion at Three Mile Island, and that enormous amounts of radiation were released. But, the industry didn’t want to admit that, and it managed to avoid it. And of course, Chernobyl had communists running that plant; if capitalists ran it, it would be run better. So, the net effect is that the industry just ignored Three Mile Island, and they ignored Chernobyl, and continued to move forward. And now we’ve got Daiichi, which is run by capitalists, and is a modern reactor, and the containment did blow up, and yet we’re still not facing the reality here in the United States, that the costs of an accident are a lot more severe than what the Nuclear Regulatory Commission is willing to admit in their SAMA analysis.
KH: Final question, for both you and Maggie. If we were to put accurate, well-represented numbers into the input of this computer code, this formula, the SAMA analysis, how do you think that would change the way nuclear power is done today?
MG: I think it would dramatically change it, especially all of these aging nukes, like the Mark 1 BWRs that have such huge risk associated with their spent fuel pools and the amount of radiation they would release, I think that economically they’d all have to be shut down immediately.
KH: Arnie?
AG: Yes, I made this argument to the committee on reactor safeguards for the new plant at Vogel, and I went into their, it’s called a SAMDA analysis because it’s in the design phase, and I made the argument that you’re assuming the containment doesn’t leak, and the NRC said to the project committee on reactor safeguards, and said yes, containments do not leak. Well, we just blew three of them up at Fukushima Daiichi, and yet the NRC has not gone back in to re-evaluate that assumption. The net effect would be that plants would not get re-licensed, and the new ones would not get built if we properly included these costs in the cost-benefit analysis.
KH: So it just wouldn’t be worth it.
AG: It would clearly show that the risks outweigh the benefits, and that’s not what the nuclear regulator, nor the nuclear industry, wants the public to hear.

AG: Hallo Kevin! Danke für die Einladung!
KH: Ich möchte diese Folge unseres Podcasts mit einem, ja sogar mehreren Artikeln beginnen, die kürzlich in der New York Times erschienen sind. Darin wurde der frühere Vorsitzende der NRC, Gregory Jaczko, ausführlich zitiert. Jaczko sagt nun, dass einige der älteren AKWs stillgelegt werden sollten. Könnt ihr uns ein paar Details darüber erzählen?
AG: Bis zum Sommer letzten Jahres hatte die NRC Gregory Jaczko als Vorsitzenden. Die Atomindustrie wollte Einstimmigkeit bei den Entscheidungen der NRC [ein Gremium, bestehend aus dem Vorsitzenden und vier weiteren stimmberechtigten Kommissionsmitgliedern, hat letztendlich die Entscheidungsgewalt]. Jaczko stimmte in entscheidenden Fragen nicht mit den anderen Mitgliedern des Entscheidungsgremiums. Anstatt also der Welt sagen zu können, die NRC habe ihre Zustimmung bei diversen Atomfragen einstimmig gegeben, war das Resultat bei Abstimmungen oft 4:1 – eigentlich fast immer, wenn es um kritische Sicherheitsfragen ging. Es wurde über den Kongress Druck auf ihn ausgeübt, und er musste aus dieser Funktion ausscheiden. Letzte Woche wurde er mit einigen Aussagen zitiert zuerst einmal, dass diese alten Kraftwerke nicht länger als 40 Jahre in Betrieb blieben sollten. Eine Abmachung sei eine Abmachung: die Betriebsgenehmigung wurde ursprünglich für 40 Jahre erteilt, und wir sollten sie nicht verlängern. Das brachte die Atomindustrie natürlich in Wallung, und sie machten ihn zur Zielscheibe der New York Times, speziell auch in dieser Geschichte. Das andere, was der [Ex-] Vorsitzende Jaczko angesprochen hat, ist der Umstand, dass die Sicherheitsanalysen dieser Kraftwerke weder die Verseuchung der Erde noch die massiven Störungen sozialer Netze berücksichtigen, wie sie von Fukushima Daiichi verursacht wurden. Das ist in niemandes Kosten-Nutzen Rechnung enthalten, wenn man die Frage entscheiden will, ob man mit den AKWs weitermachen soll. Er war sehr direkt in seiner Aussage, dass die Kosten-Nutzen Rechnung nicht aufgeht, dass alte Kraftwerke stillgelegt werden sollten und keine Laufzeitverlängerungen bewilligt werden sollten.
KH: Wie funktionieren also diese Kosten-Nutzen Analysen?
AG: Nun, die Industrie spricht von SAMA – das steht für Severe Accident Mitigation Analysis (Analyse der Abmilderung[smöglichkeiten] schwerer Unfälle). Dort werden Kosten eingerechnet, die aus der Freisetzung von radioaktiver Strahlung entstehen. Wenn diese SAMA Analysen durchgeführt werden, dann wird angenommen, dass nur sehr wenig Strahlung entweicht. Es wird nicht etwa eine Fukushima-artige Belastung angenommen, die dann beispielsweise die Evakuierung des gesamten Bundesstaates Connecticut erzwingen würde. Wenn man also eine SAMA Analyse durchführt, bei der keine großen Strahlenmengen freigesetzt werden, dann entstehen der Gesellschaft daraus auch keine Kosten. Wenn man dann den Nutzen der Atomkraft gegen ihre Kosten aufrechnet, so werden die Kosten heruntergespielt, und das gibt dann immer den Ausschlag dafür, diese Atomkraftwerke weiter laufen zu lassen.
MG: In der „Widerlegung“ der Aussagen des früheren Vorsitzenden Jaczko, die von der atomkraft-befürwortenden New York Times und Matt Wald verfasst wurde, wird das Nuclear Energy Institute (NEI; der Hauptlobbyist der Atomindustrie in den USA) zitiert. Selbstverständlich sagt die Atomindustrie: „Das ist doch fürchterlich, alles ist ganz exakt.“ Sie sagen, sie hatten diese spezielle Untersuchungskommission, alles wird von einer Fülle von Sicherheits- und Leistungsindikatoren belegt, das ist heute genauso wahr wie gestern – aber genau das ist heute sicher nicht mehr gültig. Wir können das bei vielen AKWs in den USA und rund um die ganze Erde erkennen.
KH: Wenn sie also darangehen festzustellen, was die Kosten einer radioaktiven Freisetzung wären, irgendeines Unfalls, worauf schauen sie dann?
AG: Die Atomindustrie hat ein Computermodell entwickelt, das berechnet, wie viel Radioaktivität wohin freigesetzt würde. Nehmen wir als Beispiel die Westküste und das Kraftwerk von San Onofre: die Ansiedlung von San Clemente ist in unmittelbarer Nähe:In dieser Stadt gibt es einige 10.000 Menschen. 80 km weiter liegt Los Angeles, und dort leben 8 Millionen Menschen. Aber sehen wir uns die Sache nur einmal aus der Nähe an. Wenn es im AKW von San Onofre zu einem Unfall käme, dann wäre die Strahlenbelastung in San Clemente gigantisch. Die NRC geht jedoch nicht davon aus, dass die Häuser dort an Wert verlieren würden. Immobilien würden dutzende von Milliarden Dollar an Wert verlieren, wenn es zu einem Unfall in San Onofre käme – diese sind aber nicht Bestandteil der SAMA Analyse der NRC.
KH: Berechnet die SAMA Analyse denn die Kosten für ein Menschenleben?
AG: Die NRC setzt in ihrer Bewertung eines Menschenlebens nur den halben oder sogar nur ein Drittel des Wertes ein, den andere Behörden verwenden. Die Umweltschutzbehörde EPA (Environmental Protection Agency) und andere Regierungsstellen verwenden einen Betrag, der um das 2- bis 3-fache höher ist als jener der NRC. Wann immer sie also diese Analysen veröffentlichen und aufzeigen, dass ein oder zwei Menschen, statistisch gesehen, auf Grund der Strahlung sterben könnten, so setzen sie für ein Menschenleben 2 bis 3 Millionen Dollar an, die EPA mehr als 5. Wenn man das macht, dann hat das zur Folge, dass die Kosten der Aufrüstung durch die so möglicherweise geretteten Menschenleben mit Hilfe des Modells der NRC nicht zu rechtfertigen sind.
KH: Es ist also eine weitere Zahl, die sie ihrem Computermodell einfüttern, nur damit am Schluss herauskommt: „Bestens, das rentiert sich!“
AG: Ganz richtig! Man muss auch mitbedenken, dass die Versicherungsanstalten so subventioniert werden. Atomkraftwerke müssen für ihre Haftpflichtversicherungen nicht selbst aufkommen: all das wird von einem Regelwerk mit dem Namen Price–Anderson festgelegt. Die Bürger müssen im Fall eines Atomunfalles bezahlen, also müssen unsere Steuern erhöht werden; wenn es sich um eine Ölfirma handelt oder was auch immer, dann müssen die eine Versicherungspolizze haben, welche die bei einem Unfall entstehenden Kosten abdeckt. Die Atomindustrie ist darin einzigartig, dass die Aufsichtsbehörde, die NRC, in Einklang mit den Leuten, die eigentlich die Energieversorgungsunternehmen überwachen sollten, vorsätzlich und wider besseres Wissen die Risiken herunterspielt, und gleichzeitig lobbyiert sie im Kongress dafür, dass die Bürger ihre Haftung übernehmen sollen. Sie gewinnen also auf allen Seiten: Einerseits behaupten sie, es gäbe kein Risiko, aber anstatt dass sie versuchen, selbst ihre Kraftwerke zu versichern, können wir blechen, falls es zu einem Unfall kommt.
KH: Du hast schon oft gesagt, der Schlüssel liegt in den Annahmen, wenn auch im Zusammenhang von technischen Fragestellungen. Aber dies hier scheint nach demselben Muster zu funktionieren: wo man Mist reinfüttert, da kommt auch Mist heraus – wenn man falsche Zahlen nimmt, dann kommt es zu einem falschen Resultat, einem Fehlschluss. Ist das also der gleiche Ablauf?
MG: Absolut!
AG: Ja, es ist das gleiche Prinzip, Kevin. Die Atomindustrie und die staatlichen Forschungseinrichtungen arbeiten zusammen, um diese hochkomplexen Computermodelle zu erstellen, und diese Modelle geben natürlich genau das wieder, wozu sie programmiert worden sind. Wenn du also hohe Kosten eingibst, dann werden sie als Ergebnis eine Belastung ausweisen. Aber Daten, die eingegeben werden, stellen die Kosten immer als gering dar, daher kann die Atomindustrie den Mythos aufrechterhalten, dass dieses Zeug sauber, sicher und zuverlässig ist.
KH: Das hört sich an, als wenn ich ein Monatsbudget erstelle, indem ich eine Excel-Tabelle produziere und dann alles zum Laufen bringe - und dann fülle ich lauter frei erfundene Zahlen ein und tue so, als ob die real wären.
MG: Es ist wohl so ähnlich. Mary Lampert von Pilgrim Watch [gemeint ist das AKW Pilgrim bei Plymouth, Massachusetts; AdÜ] hat ein Verfahren gegen die NRC eingeleitet, das noch läuft, welches aufzeigt, dass diese SAMA Analyse äußerst schwere Mängel hat und dass dieses Modell völlig unzureichend ist. Dennoch steckt die NRC den Kopf in den Sand und unterstützt weiter die Lobbyisten der Industrie.
KH: Was sagt nun der frühere Vorsitzende Jaczko über diese SAMA Analyse?
AG: Weißt du, er sagt eigentlich nichts anderes als das, was er auch als Vorsitzender schon gesagt hat. Ich habe an der RIC, der Regulatory Information Conference (Regulierungs-Informations-Konferenz) letztes Jahr teilgenommen, also ein Jahr nach dem Unfall von Fukushima Daiichi. Du wirst dich daran erinnern, denn du hast das Video von ihm gedreht, wie er der Atomindustrie erklärt, dass es gravierende Probleme mit der SAMA Analyse gibt. Die Zuhörer saßen nur da und haben in sich hineingekichert. Ich war entsetzt, dass nicht der geringste Respekt für den Standpunkt des Vorsitzenden zu erkennen war, dass wir zur Kenntnis nehmen müssen, dass ein Atomunfall das Leben einer Unzahl von Menschen schwer beeinträchtigen wird, dass Gemeinden auseinandergerissen werden. Nichts davon ist in SAMA implementiert und der [Ex-] Vorsitzende Jaczko hat nicht erst davon angefangen zu sprechen, als er zurückgetreten war. Die Atomindustrie hat ihn ignoriert, als er noch der Vorsitzende war, nun, da er nicht mehr Vorsitzender ist, versuchen sie ihn endgültig zu begraben.
MG: Das ist wohl wahr, Kevin, es gab nur zwei Kommissionsangehörige vor Herrn Jaczko, die danach nicht in die Atomindustrie zurückgegangen wären, um dort für unglaubliche Summen angeheuert zu werden und für die Atomindustrie auch tätig zu sein. Es ist also ein Teufelskreis: sie kommen aus der Atomindustrie oder sie werden berufen oder sie haben große Spenden geleistet. Ein Vorsitzender, den wir kannten, hat riesige Wahlspenden geleistet, und dann werden sie berufen und bekommen Posten bei Energieversorgungsunternehmen und -konzernen. Peter Bradford und Victor Gilinsky sind die einzigen zwei Kommissionsmitglieder, die das nicht getan haben, und Jaczko hat auch nicht begonnen, für die Atomindustrie zu arbeiten. Es sind also Bekehrte.
AG: Ich hoffe, Jaczko hat einen Plan B. Wenn sein Plan darin bestand, von der Atomindustrie wieder angeheuert zu werden, so hat er diesen gerade zerstört.
KH: Allerdings. Niemand weiß das besser als du selbst, nicht?
AG: Das stimmt. Meine Erfahrung ist wohl parallel zu der seinen in dieser Hinsicht.
KH: Wir haben nun über diese, ich sage: handverlesenen Zahlen gesprochen, die falschen Zahlen, die in eine Formel eingesetzt werden. Aber am anderen Ende dieser Formel steht das Resultat. Arnie, kannst du ein bisschen über den Kontrast reden, was die SAMA Analyse als Resultat vorgaukelt, im Gegensatz zu dem, was in der Wirklichkeit passiert; vielleicht ist Japan ein guter Ort, um zu beginnen?
AG: Nun, wenn man sich ansieht, was nach Fukushima Daiichi passiert ist: die Verseuchung reicht dort mehr als 300 km weit. Zum Beispiel Tokio: Als ich in Tokio war, habe ich fünf Proben genommen: Diese fünf Proben wären hier in den USA als Atommüll einzustufen und müssten nach Texas verbracht werden, in ein Langzeit-Aufbewahrungslager. Die SAMA Analyse aber geht von der Annahme aus, dass die Verseuchung keine zwei Kilometer von der betroffenen Anlage entfernt stoppt. Was uns Fukushima Daiichi also gezeigt haben sollte, ist, dass es Risiken für die Bevölkerung auch noch in einigen hundert km Entfernung gibt und dass massive Verstrahlung über 70 bis 140 km stattfinden kann. SAMA aber inkludiert die Säuberungsarbeiten nicht. SAMA geht davon aus, dass die Erde einfach unberührt bleiben kann, dass keine Hochdruckwäsche von Gebäuden notwendig wird, keine Entseuchung von Agrarflächen, keine Entseuchung von Brachland … Nichts davon scheint in der SAMA Analyse auf, nicht einmal nahe am Kraftwerk, und schon gar nicht in 100 km Entfernung. Das heißt, was uns Daiichi hätte lehren sollen, ist: Wenn es zu einem Atomunfall kommt, wird die Gesellschaft schwer in Mitleidenschaft gezogen – und zwar nicht nur 10 km rund um das Kraftwerk, sondern sogar in einer Distanz von über 100 km. Die Kosten, die durch diese vertriebenen Menschen entstehen und durch die weitgehende Zerstörung ihres Lebens, scheinen in der SAMA Analyse aber nicht auf. Ich glaube, das war es, was Jaczko gesagt hat, als wir ihn bei der RIC aufgenommen haben, und das sagt er auch heute: er hat seine Botschaft nicht geändert. Die Atomindustrie will einfach nicht offenzugeben, dass ein Atomunfall [viele] Leben ins Chaos stürzen kann.
KH: Denn zurzeit sagt ihnen ihre Formel ja, dass es das alles wert ist.
AG: Der Schlüssel liegt in den Annahmen, Kevin.
KH: Ich denke, wir sollten doch wirklich gewusst haben, dass mehr Leute betroffen sein würden als lediglich die in der unmittelbaren Umgebung rund um das AKW. Warum wurde diese SAMA Analyse in der Nachfolge eines der inzwischen eingetretenen Ereignisse nicht auf den neuesten Stand gebracht?
AG: Nun, die Sprachregelung nach dem Three Mile Island Unglück war, dass niemand dabei umkam und das Containment gehalten hat. Die Three Mile Island Präsentation, die auf unserer Website zu finden ist und die ich in Harrisburg vor 4 Jahren gehalten habe, zeigt ganz klar, dass das Containment tatsächlich durch die Wasserstoffexplosion geborsten ist. Riesige Mengen an Radioaktivität wurden freigesetzt. Aber die Atomindustrie hat das nicht zugegeben, und sie hat es geschafft, diese Tatsache zu vertuschen. In Tschernobyl waren es die Kommunisten, die dieses Werk betrieben hatten, wenn also Kapitalisten das Werk betrieben hätten, dann wäre es besser gelaufen. Das Resultat ist, dass die Atomindustrie Three Mile Island ignoriert hat, und sie haben auch Tschernobyl ignoriert und haben einfach weitergemacht. Jetzt haben wir Daiichi, das von Kapitalisten betrieben wird, es ist ein moderner Reaktor und das Containment ist explodiert, und dennoch konfrontieren wir uns hier in den Vereinigten Staaten nicht mit der Wahrheit, dass die Kosten, die durch einen Unfall entstehen, wesentlich höher sind, als die NRC in ihrer SAMA Analyse eingestehen will.
KH: Die letzte Frage an dich und Maggie: Wenn wir das Computermodell, diese Formel, die SAMA Analyse, mit den korrekten Zahlen beschicken würden – wie, denkt ihr, würde das die Art und Weise ändern, in der Atomkraft heute betrieben wird?
MG: Ich glaube, die Veränderungen wären gewaltig, speziell hinsichtlich der AKWs mit diesen veralteten Siedewasserreaktoren, die ein so hohes Risiko wegen ihrer Abklingbecken bedeuten und der Menge an Strahlung, die sie freisetzen würden. Ich denke, aus wirtschaftlichen Gründen müssten sie alle sofort stillgelegt werden.
KH: Arnie?
AG: Ich habe dieses Argument dem beratenden Ausschuss für Reaktorsicherheit gegenüber vorgebracht, in Zusammenhang mit dem neuen Kraftwerk von Vogtle - es geht hier um eine SAMDA Analyse, weil sich das Werk noch im Planungszustand befindet –, und habe argumentiert, ihr nehmt also an, dass das Containment (der Sicherheitsbehälter) nicht undicht wird. Und die NRC sagte zu dem beratenden Ausschuss für Reaktorsicherheit: „Ja, das ist richtig, Containments werden nicht undicht.“ Nun, wir haben gerade drei von ihnen in Fukushima Daiichi in die Luft gejagt, und dennoch hat die NRC ihre Annahme nicht der notwendigen Revision unterzogen. Das Ergebnis wäre also, dass diese Kraftwerke keine Bewilligung für eine Laufzeitverlängerung erhielten und keine neuen AKWs gebaut würden, wenn wir diese Kosten adäquat in die Kosten-Nutzen Analyse der Atomkraft einbeziehen würden.
KH: Es würde sich also ganz einfach nicht rechnen?
AG: Es würde sich ganz deutlich zeigen, dass die Risiken den Nutzen übersteigen. Aber das wollen die Regulierungsbehörde oder die Atomindustrie nicht veröffentlicht sehen.
